SCOPE

Inwood HPD RFP

9th & River transforms a long-underutilized parcel along the Harlem River into 575 affordable homes and a new community destination for Inwood. The mixed-use development includes a STEM-focused community facility, daycare, medical clinic, and nearly 35,000 square feet of publicly accessible waterfront open space.

Shaped by the site's flood exposure and irregular contours, the design uses resilient landscapes, flood-resistant materials, and stormwater strategies to turn environmental challenges into public amenities. Three distinct building volumes create a welcoming pedestrian connection from Ninth Avenue to the river, anchored by an indoor winter garden, covered courtyard, and public promenade.

The waterfront landscape restores public access to the shoreline with planted areas, playgrounds, spaces for fishing and birding, group fitness areas, a river overlook, and a dog relief area. Together, the housing, community facilities, and waterfront landscape create an inclusive and resilient neighborhood asset that reconnects Inwood to the Harlem River.
